Nograles to scientists: Help advance science & technology in PH

Civil Service Commission (CSC) chairperson Karlo Nograles urged Filipino scientists "to advance the level of science and technology and innovation in the country and guide the policies by which we draft our laws and programs across all areas of development." Civil Service Commission (CSC) Chairperson Karlo Nograles has urged local scientists to contribute to the advancement of science and technology in the Philippines, as well as their service to their kababayans and contributions to their respective fields. During the oath-taking of 14 newly conferred and upgraded career scientists, Nogralses urged them to help advance the level of S&T and innovation in the country and guide the policies by which we draft our laws and programs across all areas of development. Among the 11 newly conferred scientists are Career Scientist II Jordan Madrid and Career Scientist I Alvie Astronomo from DOST-Philippine Nuclear Research Institute; Career Scientist Juanito Jimenez Jr. and Career Scientists I Melissa Montecalvo from the University of the Philippines Los Baños (UPLB) National Crop Protection Center. Three newly upgraded scientists have also taken their oath. The establishment of the Scientific Career System (SCS) within the Civil Service was formalized through Executive Order No.784.

Civil Service Commission (CSC) Chairperson Karlo Nograles urged local scientists to contribute to the advancement of the country’s science and technology, which is essential to building a better nation.

Nograles, who concurrently holds the position of co-chair of the Scientific Career Council (SCC) urged scientists to “always remember that your service to our kababayans and your contributions to your respective fields are foundations by which we build a stronger and better nation.

“As a government career scientist, it falls on your shoulders to advance the level of S&T and innovation in the country and guide the policies by which we draft our laws and programs across all areas of development,” Nograles said.

Nograles made the remark during the oath-taking of 14 newly conferred and upgraded career scientists held at the Prime Hotel in Quezon City recently.

He described the oath-taking ceremony as a celebration marking a new chapter in the scientists’ career journey. It also serves as validation of their excellence as they become part of a distinct group that holds immense responsibility as torchbearers of knowledge.

Among the 11 newly conferred scientists are Career Scientist II Jordan Madrid and Career Scientist I Alvie Astronomo from DOST-Philippine Nuclear Research Institute (PNRI); Career Scientist I Juanito Jimenez Jr. from DOST-Forest Products Research and Development Institute; and Career Scientist I Melissa Montecalvo from the University of the Philippines Los Baños (UPLB) National Crop Protection Center.

Career Scientist I Rodney Perez from the UPLB National Institute of Molecular Biology and Biotechnology; Career Scientists I Jazelyn Salvador and Joy Ann Santos from the University of the Philippines Diliman Natural Sciences Research Institute; and Career Scientist I Rene Santiago from the Department of Agriculture (DA) – Bureau of Animal Industry.

Three scientists from DA – Philippine Center for Postharvest Development and Mechanization (PhilMech) also took their oath namely Career Scientists I Ma. Cecilia Antolin, Rodelio Idago, and Andres Tuates, Jr.

Meanwhile, the country has three newly upgraded scientists, namely, Career Scientist II Fe dela Cueva, from UPLB Institute of Plant Breeding; Career Scientist II Danilda Hufana-Duran from DA Philippine Carabao Center; and Career Scientist II Manuel Jose Regalado from DA Philippine Rice Research Institute.

The establishment of the Scientific Career System (SCS) within the Civil Service was formalized through Executive Order No.784, which was issued on March 17, 1982, by then-President Ferdinand Marcos.
