Governance critical to ENR management

The conference discussed environmental programs concerning legal easements, urban biodiversity, and mining areas and forestland management. Research and development experts from the University of the Philippines Los Baños also discussed the water security in Cagayan River Basin and its climate vulnerability assessment.

ENVIRONMENT Undersecretary for Policy Programs and International Affairs Jonas Leones said a commitment to environmental good governance will accelerate sustainable environment and natural resources management.
During the opening of the three-day first-quarter regional management conference of the Department of Environment and Natural Resources (DENR) in Region 2 (Cagayan Valley), he commended the officials for "raising the bar of excellent performance toward building a sustainable environment" despite the challenges in program implementation.
Leones noted that strategic planning is important in implementing transparency, accountability and participatory approaches to achieve a greater impact on the environment and climate change resiliency programs. He emphasized the need to institutionalize information and communication technology to create solutions and formulate policies through database and online management systems.
DENR Region 2 Executive Director Gwendolyn Bambalan then challenged the region's DENR officials to continue developing new approaches to enhance public service delivery. One path was "to embrace digitization in our office operations to make our work lighter and smarter. Let us transform our existing processes by maximizing digital technologies."
Carolyn Tumamao, DENR Region 2 information officer, noted that DENR Region 2's recent receipt of a bronze award under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management is evidence of its bracing change for development.
Tumamao said the award was specifically due to the regional office's implementation of online recruitment, selection and placement in the agency, which was the first DENR initiative nationwide.
She echoed Leones' call to continually "raise the bar of performance" which creates "a culture of excellence and quality public service."
Bambalan noted that an online system for land record application was also launched on March 24, 2023 as part of decentralizing the authority of securing simple land record transactions to the field offices.
Recognized during the awards night were the best regional divisions, and provincial and community ENR offices, and best-established forest plantation demonstration areas under the forestland management project.
The conference discussed environmental programs concerning legal easements, urban biodiversity to include in mining areas and forestland management. Online applications for environmental compliance certificates, forestland areas inventory, implementation plans, concerns from the bureaus, and management and technical services were also discussed.
Research and development experts from the University of the Philippines Los Baños also discussed the water security in Cagayan River Basin and its climate vulnerability assessment.
In Barangay Nagassican in Santiago City, Isabela, a benchmarking activity was conducted to observe and adopt best practices in solid waste management. Under the leadership of village chief Reynante Bautista, Nagassican is a multi-awarded barangay local government unit, recognized as the 2022 regional winner of barangay (village) basura buster.
